People often get mixed up between permitted development and planning permission but the difference is quite simple. As a rule of thumb, planning permission is generally required for projects which affect the neighbours or surrounding area where as permitted development is used for projects that don't. Interior renovations such as loft conversions therefore fall under the permitted development category, which means that you don't need to apply to the council initially but you will need to submit plans to make sure they pass the necessary building regulations. For this you are going to have to hire an architect as they are the only people qualified enough to create detailed plans for you.
Try placing a "Havaheart" trap in your attic where the squirrels seem to be living. This will trap the animal and also keep it alive. Most local hardware stores carry these and they have the best design. Bait the trap preferably with peanut butter -irresistible to squirrels. Also, you can add sunflower seeds and nuts to the mix. Place trap in attic and check everyday. Once an animal has been trapped put cage and all in your car, drive to another environment and release the squirrel. Repeat this process for a week or two.
